§ 10-131. Records required by dealer.

  • (a)

    Every secondhand precious metal dealer shall keep a tightly bound book with sequentially numbered pages in which shall be legibly written at the time of any purchase or trade of any secondhand article made, in whole or in part, of precious metals, the following information:

    (1)

    A description of the article including, if applicable, the manufacturer's name, the model, model number, serial number and any engraved number, initial or marking;

    (2)

    The price paid for the goods;

    (3)

    The date of the transaction;

    (4)

    The full name, residence address, date of birth of seller and source of identification of seller.

    (b)

    The records required by subsection (a) must be kept on the premises of the dealership for a period of one (1) year from the date of purchase or trade of the goods. The records must be available for inspection during business hours by any law enforcement officer with arrest jurisdiction in Chapel Hill.
